The Counter-Terrorism and Security Act 2015 creates a statutory duty for specified public authorities including universities to ‘have due regard to the need to prevent people from being drawn into terrorism’. Prevent is one of four strands of the government’s counter-terrorism strategy, and aims to stop people becoming terrorists or supporting terrorism. Amongst Ravensbourne’s values are a commitment to to inclusivity and creativity. These require us to create an environment where academic freedom and freedom of speech underpin our educational activity and where bigotry, violent and non-violent extremism and hatred have no place. Ravensbourne is committed to ensuring vulnerable individuals are safeguarded from being drawn into terrorism and extremism.

To comply with the Prevent duty, Ravensbourne:

  • assesses the risks associated with Prevent in their local situation and compiles a proportionate action plan to mitigate those risks, alongside responsive, effective welfare support systems, ensuring that concerns about students' well-being can be acted on, linking to other Prevent authorities, such as police or local authorities if necessary;
  • ensures there are internal mechanisms and external arrangements in place for sharing information about vulnerable individuals when appropriate;
  • has systems in place for assessing and mitigating risks around external speakers and events on campus, while maintaining the existing duty to promote freedom of speech;
  • ensures senior managers are engaged with the Prevent duty, builds links with external Prevent partners, and arrange ongoing Prevent training for relevant staff;
  • implements an IT usage policy which covers the Prevent duty;
  • ensures that Ravensbourne Students Union and its societies are aware of, and are consulted on, policies concerning activities on campus.

Safeguarding, Welfare and Pastoral Care 

Radicalisation and Extremism have been incorporated in Ravensbourne’s Safeguarding Children, Young People and Vulnerable Adults Policy and Procedures. Further information is available on the Student Services safeguarding page on the intranet.

External Speakers on Ravensbourne campus

Ravensbourne has a Code of Practice on Freedom of Speech and Academic Freedom to ensure it is protecting academic freedom and freedom of speech on its campus complying with all of its statutory obligations (including but not limited to the Prevent duty). The Code of Practice contains Ravensbourne's Policy in relation to external speakers and 'controversial meetings' policy applies to all activities on University premises and outlines the procedure for obtaining approval for visiting speakers. A “controversial” meeting, activity or speaker is one likely to incite unlawful acts or give rise to controversy, public disagreement or disorder giving rise to poor publicity or reputational damage, demonstration or protest, internal or external disharmony or tension between groups or security issues.

The Head of Student Services is the Designated Safeguarding Lead (DSL) and as such is the Single Point of Contact (SPOC) with responsibility for the implementation of the Safeguarding aspects of the Prevent Duty (

Any concerns in relation to an individual at Ravensbourne who is believed to be at risk of radicalisation or has expressed extremist views should be referred to the Head of Student Services. The Director of Academic Services is responsible on behalf of the Senior Management Team for ensuring Ravensboune’s proactive engagement with the Prevent Duty and is accountable to the Board of Governors for institutional compliance with the Duty.

Also, please state any preference in whether or not to be informed of progress, although this option may only be possible if you have provided information which does not need to be verified.
